As it turns out I did have write access to the Sakai maven repo, just had to change the permissions, so I deployed the artifacts+metadata via:
mvn deploy:deploy-file -DgroupId=org.bouncycastle -DartifactId=bcmail-jdk14 -Dversion=129 -Dfile=/Users/steve/Desktop/bcmail-jdk14-129.jar -Dpackaging=jar -DrepositoryId=sakai-maven2-scp -Durl=scp://source.sakaiproject.org/path/to/repo/ -DgeneratePom=true
mvn deploy:deploy-file -DgroupId=org.bouncycastle -DartifactId=bcmail-jdk14-workaround -Dversion=129 -Dfile=/Users/steve/Desktop/bcmail-jdk14-workaround-129.jar -Dpackaging=jar -DrepositoryId=sakai-maven2-scp -Durl=scp://source.sakaiproject.org/path/to/repo/ -DgeneratePom=true
