[WG: Sakai QA] [Management] [Building Sakai] Conversion scripts: Microsoft SQL Server scripts (who maintains?)

My own view is that *whether* to follow this tack for 2.7 is not
really a determination for the Product Council to make, though it
should play a role in making sure this reduced DB support is clear to
both the community and casual downloaders - including an explanation
of how to change the situation, if someone is motivated.

At the same time, I think this is yet another example of something
that needs to come up before the release cycle begins. Knowing what
resources we have for QA and maintenance is something that should be
firmed up before we even get started, and on that point the PC could
be a stronger advocate.

It's my aim to get firm commitments of resource for a 2.8 cycle by the
end of the conference, and if we can't get such commitments we'll need
to scale plans back accordingly. We should be applying the same
discipline to a release cycle that we do to a project looking to
graduate from incubation - a plan with requirements supported by
committed resource.
