[WG: Sakai QA] Temporary unavailability of qa3-us

I'm migrating qa3-us over to a new machine so the instance will be temporarily unavailable until the migration is complete.  All of the content and DB should be retained.
I'll follow up when it is complete.  I'm hopeful that it can be completed in an hour or two.  There may be some residual issues once the DNS entry has changed as well, but that should pass with some time.
