[WG: Sakai QA] QA servers: sakai-2.6.x-qa branch refreshed (from -r66400 to -r66591)

I've updated the sakai-2.6.x-qa branch based on 2.6.x r66591.  I  
recommend that all 2.6 servers build and deploy this branch for  
testing in anticipation of the upcoming 2.6.1 release.
