[WG: Sakai QA] [Building Sakai] 2.6.1 update: artifacts and tag generated (artifact testing requested)

I have briefly tested the windows demo (sakai-demo-2.6.1.zip) and bin
(sakai-bin-2.6.1.zip against mysql) artifacts.

I have the improved conversion script for oracle tested and about to be
checked in soon, it runs about 10 times faster than the existing script and
is safer to run in production because of fewer locked rows. (15 minutes on
100K rows compared to the current script which is about 2 hours for all of
the languages)

I'm working on the same pattern for the mysql script and just need to test
it. These will either by committed sometime during the college football
games tomorrow or later tonight.
