[WG: Sakai QA] Kernel 1.0.12 and Sakai 2.6.1

Yes, Beth backed out of 1.0.x yesterday the KNL-226 merge (r67147) of  
4 October since the merge was a premature one given that 1) other KNL  
merges required for SAK-8908 had not been merged to 1.0.x and 2) Beth  
felt that work for SAK-8908 has not been sufficiently tested to  
include in 2.6.1/1.0.12.  We did not reverse-merge the sakai-mock  
ToolManager.java fix in either 2.6.x or 2.6.1 since the addition of  
the mock method stub setResourceBundle(String arg0, String arg1) does  
not break either 2.6.1 or 2.6.x.
