[WG: Sakai QA] Wiki notification issue on 2.6 and trunk

Hi all,

As UC Berkeley has stepped up our QA testing for our Sakai 2.6 
implementation upgrade, we have recently discovered that the 2.6.x Wiki 
tool is sending out Wiki notification messages even if a user has opted 
out of receiving these messages.

 From looking through Sakai Jira, we discovered that this issue was put 
in by Stephen Marquard against trunk (2.7) in December:

I did some testing against a 2.6.0-rc04 build today and can confirm that 
this issue is affecting the current Sakai 2.6 RC as well as the 2.6.x 
branch.

The issue above is unassigned, so I am looking for some guidance as to 
who I should assign the issue to. Also, I have upped the priority to 
"Critical" and would like the QA team to comment on the importance of 
this fix (and possibly upgrade it to "Blocker").
