[WG: Sakai QA] Easy tool description overrides lost in 2.6?

Thanks, Stephen -- moving our shared/lib-deployed "tools.properties" 
file under that directory did the trick.

Since Cape Town and Berkeley were both affected by this change, do you 
think it warrants a mention in the release notes?
