I have enabled these and restarted qa2. It should be up in a few 
minutes.

As a point of information, anyone who uses this version of 
sakai.properties as a base:

already has ical.experimental enabled:

# enable iCal import/export (SAK-191, SAK-7342)
ical.experimental = true
