[WG: Sakai QA] Test Instance Page - NEW

Greetings,

Following up on work that Tim Archer and I started earlier this year, I have mocked up a new QA Servers Test Instance<http://confluence.sakaiproject.org/x/bwvtAw>. This new vision utilizes the tab layout found in the latest release pages and hopefully assist our efforts with the upcoming QA efforts. Please let me know what you think. I would like to put this up as the default page, with any modifications, by sometime next week.
