[sakai-pmc] Update on Stack Overflow sites

Hi all,

Its been a while since my last update on these sites and I've let this run
longer than I originally planned to see if we can get some more organic
growth. We have plateaued, and it could do with a final push I reckon.

The Apereo Projects site has 55 followers (needs 5 more) and needs 27 more
questions with 10 or more upvotes.

The Sakai site has 58 followers (needs 2 more) and and needs 18 more
questions with 10 or more upvotes.

In both we already have enough actual questions, they just need to be
upvoted. A bunch of people have either signed up to only one of the sites,
sign up to both and not voted or only voted in one of the sites.

Realistically, to get the number of questions voted up, we need a bunch
more followers. To this end I suggest we focus our efforts on one site, the
Apereo one. We stand a better chance including the large number of people
using uPortal and CAS.

Thoughts?
