[sakai-pmc] How to add a Contrib

That depends on what they want.

If they want to use the Sakai JIRA then you would set up a project in
there and give the appropriate people access (this is typically
requested through the jira infrastructure project).

If they want a confluence space then it is the same deal (note that
the contrib spaces are named specially to indicate that they are not
core or part of Sakai/Apereo).

If they want a folder in SVN contrib then you should suggest they put
it in github or bitbucket or something along those lines (in their
institutional account or personal account). That is where all the new
contrib projects should be going.

Note that all of that stuff is optional. There is no requirement for
someone to "register" when they are building a contrib tool. However,
if you put something out there for public use then you probably should
be ready for other people to use it and ask for
help/features/fixes/etc. If they are not prepared to respond to those
kinds of requests then they probably should not publicize it or at
least make it really clear in the README (or other docs).
