[sakai-pmc] Feedback on Survey query for Tools placement

FYI - the query is taking the data from 2012  and later. Not sure if for 
future surveys we would like to just get one year's worth of data?

This doesn't matter so much for the Events query since most institutions 
seem to wipe their events tables clean on a regular basis.

FYI. Something to think about.
