[sakai-pmc] Jira markup enabled

Hmm, could have sworn I turned it on. Well in any case it's on now! Give it
a few days and see if jira does okay and we can add it to additional fields
if needed. It looked like an improvement to me though, just something I
never knew existed until that dev list discussion.
