[sakai-pmc] Sakai 10: contrib additions status

I've been working on prepping the five contrib modules slated for inclusion in Sakai 10.  All five are now ready to be transferred from the contrib repo to the core repo.  All build against trunk and are available on Nightly2.  Notes below along with relevant tickets and remaining community TODOs. 

DelegatedAccess

1.  Migrate projects from contrib to core (svnadmin dump, retain history) [NEAL--who has agreed to perform the dump and move?]
2.  Update <scm> paths once projects are in core (I will do)
3.  Fold Jira contrib projects into SAK (I will do when time permits)

Swinging back to fix the experimental build file.  It's nearly ready too.
