[sakai-pmc] Update on Stack Overflow sites

Okay, I set up a Sakai Q&A Forum we can play with. It is defined here:
https://groups.google.com/a/apereo.org/d/forum/sakai-forum

Go ahead and join it and I'll promote those of you that want it to
"Manager" and then you can try out all the management features there.
