[sakai-pmc] Update on Stack Overflow sites

I think the eventual goal was to move the collab.sakaiproject.org groups
over to Google Groups, this would essentially be what you're describing,
right?

But I don't believe that anybody (Neal?) has gotten around to identifying
what lists need to move over, and which ones need to be retired, and
setting this up.
