[sakai-pmc] Sakai 10.x frozen - acting as RC01

[sakai-dev and sakai-pmc]

Please do not make any more merges into 10.x branch without consulting the
Sakai Core Team!

The Sakai Core team is freezing 10.x and we are treating it as an RC01 for
QA purposes on nightly until we can get RC01 cut. We have one more merge we
are planning to do in the next day (new patch) [1].

Our target date for release is still Friday, December 12, 2014.

Thanks for your cooperation.
