[sakai-pmc] Github migration

Hi all,

It's probably time to revisit the github migration. I've thrown together a
skeleton page here:
https://confluence.sakaiproject.org/display/PMC/Github+migration

We need to work out a strategy for doing this and how its going to be
managed going forward, the tasks involved, any issues that we need to
address, and get some volunteers.

Lets get this done.
