[sakai-pmc] [sakai-core-team] Updating basic Sakai info

I'm part way through a license review of the code which will result in a
NOTICE file that will be located in the project root.  I recommend that the
acknowledgements link simply point to the NOTICE file in SVN (10.x branch)
when I've got it done.
