I would think that any new tool that is going to move from contrib to core
is going to need to go through the Apereo incubation process right? This
isn't incredibly different from the old tool incubation process which
specifically would want a brief proposal as mentioned on 3.3

and the exit criteria

Including all legal requirements, future plans and maintenance commitment
from a named group or individual.

It looks like nobody from Yale has committed to signup for 2 months. While
Adrian is still active on Roster2.

I would think that these 2 as well as Dashboard, and Delegated access
(which is running in all our clients and has hooks into kernel) could be
written up for consideration and would make solid contributions for the
next release, but not if it would any would effect the release timeline,
which already has a ton of work we need to do to get it ready.
