[sakai-pmc] Meta-thoughts about Proposals

Right the summaries of importance have been periodically collected and
announced by Margaret Wagner. It would be useful to get these types of line
items into there, but aside from the announcement when we finally release
Sakai 10, they're not  important enough for individual announcements.
