[sakai-pmc] Proposal to amend PMC bylways regarding term of election

I neglected to note one other adjustment to the proposal that is required:
4. If the vice-chair is unable to serve out their term, the PMC will hold a special election for a replacement vice-chair who will serve out the remainder of the term.
So if either the chair or the vice-chair are unable to complete their terms, a replacement will be elected to finish out the balance of the term.
