[sakai-pmc] [Building Sakai] Edia skin manager for Sakai 10 (license incompatibility)

The move from contrib to main would be done once the proposal passes. The
main SVN is tighter in licensing and could put us at risk. I would
definitely want to see this change made before the move was made.
