[sakai-pmc] [Building Sakai] Proposal: Replace News tool with Simple RSS Portlet

Following up on this proposal. No binding -1 votes were received so this proposal has passed and work will be undertaken to get the Simple RSS Portlet into core, replacing the current News tool.
