[Building Sakai] Assignment Reminders?

I posted this to Sakai-user, but thought perhaps this was a better forum to ask::

Is there any existing feature or user addition to have automated reminders for non-submitted assignments?

The basic idea is that if there is a project due in various milestones over a course, if a student has not submitted one they would get an email reminder at some point, and then maybe another escalating one after the due date, but before the last accept-until date?

Conceptually one could scan the database for assignments and submissions, and then have some external program do this - but of course(!) such database hooks are discouraged!  :-)

Or is there enough information available from existing web-services to implement such a reminder utility as an external program? (That seems simpler and better to decouple it than as a part of a Sakai build.)
