Hi, Adam.

I tried out the Externals Tool tool for the first time a couple of weeks 
ago. We don't have it under Site Info; we've added it to the 
Administration Workspace.

I've only tried it, so I'm not an expert, but since you didn't get any 
responses in the past few weeks, I thought I'd share my experience with 
you and maybe it will encourage others to respond who are more 
knowledgeable about External Tools.

My experience spans from the need to add an LTI tool globally to our 
instance so it can be added as a tool to any site. To do this, I added 
it as an LTI tool from the "Tools Available in System" page. Because I 
had left the "Site Id" field blank, it became available to all sites. 
The maintain roles in site can now find and add the tool under the 
Plugins section heading of the Edit Tools page.

When a maintain role adds the tool to a site, the tool and site appears 
on the "Tools Added to Sites" page in External Tools.

So for me, I'd say that the "Tools Added to Sites" page lists instances 
of tools added to sites and the "Tools Available in System" is a global 
view of LTI tools in the system.

However, this doesn't explain the purpose of the tool in Site Info and 
using it on a per-site basis. Hopefully the community can help answer 
that question for us.
