[Building Sakai] Bootstrap reorganization in library

Just a friendly reminder to those that maybe using bootstrap in their
projects:

I've updated the location of bootstrap 3.1.1 in library and added version
3.3.2.

The structure now looks like:
/library/js/bootstrap/3.1.1
/library/js/bootstrap/3.3.2

The only tool that was using bootstrap-3.1.1 was content which was updated
to use the new location.
