[Building Sakai] Roster tool build failure

Did you download and build the rest of the source? I'd probably download
the rest of that tag and build it first. I don't believe all of the
artifacts were correctly deployed to maven central for Sakai 10.1. \

You could also try with the 10.3 roster which should build fine, or also
try to change the parent version to the 10.3 master instead of 10.1. Can
use the maven versions plugin.
mvn versions:update-parent -DparentVersion=10.3
