[Building Sakai] a tool for mass site (un)registration?

  Dear all,

We run a Sakai 2.9.3 installation for which I frequently need to
grant or revoke access to a list of users to/from a list of sites.
Doing this with the Site Info tool for each site and (for granting)
each user) is tedious and error-prone.  Does a tool exist that
will let me do this for a whole set of users and sites at once?

I already played with Perl scripts that use SOAP for doing
similar things, so that would be fine with me, but of course
a Sakai tool would be preferred.

Let's make the simplifying assumptions that

 + all users are assigned the same role
 + all users already exist
