[Building Sakai] Jira DVCS Plugin

With the move to GitHub we're no longer getting the commits made against
Subversion trunk show up in the Subversion tab. However the DVCS plugin
seems to be working now and can show the commits against a Jira Issue. In
the attached screenshot you can see links to the commits that were made
against an issue. It also shows the status of any pull requests against the
issue.

NB: There was a git commits tab, but the formatting of the comments wasn't
working correctly.
