[Building Sakai] LTI tools and webservices

And I'd add two more questions here.

How can I add an LTI tool to a site with a webservice or entity broker?
(Here I can see two cases, 1: If the tool is pre-configured by the admin in
the External Tools tool and 2: add a totally new tool)
If this is not possible, is it possible to copy a pre-configured LTI tool
from a site to another with webservices or entity broker?
