[Building Sakai] A button to lauch LTI Tool?

Yes, I detected a similar problem when upgrading to 10.3, but I still 
didn't open a JIRA, bad for me. In the case of catalan was that there 
were a problem with javascript and and the " ' " character . I applied a 
workaround locally in catalan translation but a JIRA must be created. I 
can take care if you want.

Perhaps there is another thing in the other languages.
