[Building Sakai] nightly issue

I'm seeing an issue on nightly where if I login as anyone other than admin,
it redirects me to a /site/siteid/tool/toolid url which returns a 404. I
think the URL is the dashboard tool.

If I mod the URL to be /site/~gateway, it works, however going to any tool
goes back to the 404. This may be related to the tilde issue in the URL,
though replacing it to its escaped version just goes back to a tilde again,
and the tilde works in the ~gateway site.

This is on Firefox 35.0.1.
