[Building Sakai] sakai 10.2 WebDAV not working on both Mac and Windows

I just download Cyberduck 4.6.4 and try it again but both windows and Mac
complain "Login Failed unauthorized. Please contact your web hosting
service provider for assistance".

I added log.config.2=DEBUG.org.sakaiproject.dav  but tomcat is silent.
Any thought?
