[Building Sakai] New Account setting

Hi,

Hope you're fine and doing well. I need your help on this issue.

Situation:
I want users to create their account with a language choice. So that English speakers can create an account with english as the preferred language. 
And French speakers with a french preferences. 

Proposed solution 1:
Create an html form page with redirection based on geoip so that each user with be redirected to the sakai instance where the gateway is set to that language.
All instances are linked to the same db.

Proposed solution 2:
Edit the New Account name fields to display the two languages separated by a slash (Name/Nom).

The abvious solution is that sakai displays following the language of the browser.
By I am on sakai 10.3, and it doesn't work.
