[Building Sakai] 10.1 Bin Release - BasicTimeService.userTimezoneCache Error

Hi, I am receiving a HTTP error message in my Sakai 10.1 instance.

HTTP Status 500 - The org.sakaiproject.time.impl.BasicTimeService.userTimezoneCache Cache is not alive (STATUS_SHUTDOWN)



Have anyone faced the similar issue?

How to get rid of this?
