[Building Sakai] SiteCache is not alive

10.1 was starting up find for me for a few days, and then I ran into 
https://jira.sakaiproject.org/browse/KNL-1290.
If the logs say "putDeleteResource returned a null value, this is 
unrecoverable" somewhere in the middle of startup, that's a tell-tale 
sign of KNL-1290.
