[Building Sakai] [Using Sakai] Schedule import error when file from Outlook is in french

Hi Jean-François,

We are using Sakai 2.9.1.
I haven't reported a JIRA yet, I wanted to make sure if some users were 
aware of the problem. I have a patch that I can propose too for Sakai 
2.9.1 but it is some more hard coding to work around the issue.
