[Building Sakai] Sakai 10 skin

I don't know where the Sakai 10 skinning documentation is - but the skins on Sakai 10 are pretty similar to the 2.9 skins.    Sakai 11 will be quite different as it will all be responsive by then - but for Sakai 10 you most likely bring your skins forward with a few tweaks.
