[Building Sakai] Sakai Upgrade expertise

I know that University of Murcia is on Oracle and went through an upgrade
from 2.9 to 10 recently (and earlier from 2.7 to 2.9).

A few updates specific to Oracle were updated from this upgrade in the
trunk scripts.
