[Building Sakai] Sakai core modules business changes

Yes, I'm confident many have. Are you thinking for Sakai 10 or for Sakai 11
?

The reason I ask is because Sakai 10 is in svn and Sakai 11 is planned to
be in Git/Github, so the specifics of how to manage this would be different.

It is an excellent question, imho. Institutions which manage this well can
stay connected with the Sakai community and keep up with the latest
changes, while still applying patches for their institution specific needs.
Institutions which don't manage this well end up stuck on an old version of
Sakai for a long time which can create an upgrade conundrum. Over time,
upgrades become more and more expensive, while your version becomes more
and more out of date.
