[Building Sakai] Group assignments and group scoped tools

Hi all,

I've been looking back over the spec for the "Are submission for a group" functionality (SAK-7938) and I can't see any discussion regarding the handling of the groups. At the the moment there appears to be significant issues in the way the group submissions affect the group scoped tools.

If the assignment is set to allow group submission then the faculty/staff member 1st needs to create groups or sections - fine.

However when you then try and create other groups (or sections) for other purposes (say for example to send out a group scoped announcement) then the assignment will break for the students in 2 groups.  This also means that you can't change the groups (for the later assignments). In its current form the ability to submit for a group denies the ability to create/modify other groups or sections.

As far as I can see the only way to enable the correct functionality across group submission assignments and group scoped tools is for the assignment tool to enforce the section info rule whereby a student can exist in only one section but can be added to multiple ad-hoc groups or other sections of a different category.

Unless we've missed a configuration or something I think this is a blocker. If we have missed a config can someone please point us in the right direction.
