[Building Sakai] Roster2 changes

I've moved the issues into Sakai from Roster:

I think I can understand the reluctance to have the Teaching and Learning
group review the input, because they might come back with lots of requests
but no resources to do the work. However, I think that just falls to me
with expectation setting. Making sure they understand that this is being
contributed on a volunteer basis (Thanks Adrian! :-) ) and therefore we can
give input and make suggestions on the project, but there may or may not be
someone to make suggested changes.

I still think it is valuable because these folks tend to be close to
instructors and faculty, so it could be quite useful to see their reaction.
Plus, what I am still hoping, over time,  is we can develop some kind of
Kickstarter-like environment so that we can make desired features more
visible and see if we can get institutions to contribute to different
projects, to increase the investment in Sakai. The T&L group could be a
valuable body to influence decision makers at their institutions to
contribute. (some random thoughts ;-) ).
