[Building Sakai] Assignment tool, Download All including status "No Submission"

Good day.
Sakai version: 10.1
Tool Name:  Assignment
Action: Grading an assignment, Download All

Problem: When downloading all it no longer includes students with a status
of "No Submission".

Question: Is there a property which my googling failed to highlight which
can include status "No Submission" or is there perhaps a patch which can
return this feature?
