[Building Sakai] Assessment templates don't allow a number of submissions if it's not editable by default

Hi all,

I am configuring a template setting only 1 submission allowed, but I 
want this value can't be editable in the assessment. So, I uncheck 'Can 
edit default value' in Number of Submissions and fill in 1 submission 
allowed in the inputbox.
But, when I save the template, the value 'Unlimited' submissions has 
been saved instead.
I've took a look at the code and it's not a bug.
Someone knows the raison of this?
