[Building Sakai] Code of conduct popup

Yes, SAK-24366 is related, but it applies only for users that need to 
validate their accounts (ie. from Site Info -> Add Participants). It is 
assumed that users from an external user directory such as LDAP are 
already validated, in which case you'll need to implement something.

If that's the case, hijacking the tutorial could be tricky since sakai 
is fully functional if you ignore it, I feel like something more would 
be required such as removing site.visit?
