Sakai will only serve files, so even if you have a player that only plays back the file (e.g. with progressive download) the file is still there and could be downloaded.
To stream video (without a downloadable file) you’d have to use something like Flash streaming (rtmp) with a product like wowza, red or nginx-rtmp.

We’ve had a request for MP4 files to be hosted (i.e streamed) but to ensure that they’re NOT downloadable. Is this doable in SAKAI?
