[Building Sakai] HTTP status 503 using sakai spring mvc maven archetype

hi all
HTTP status 503 return after install new tool as instructions from https://confluence.sakaiproject.org/display/BOOT/Sakai+Spring+MVC+Maven+Archetype 
sakai is 2.9.3 and tomcat 7.0.50. 
Build success and no errors report on tomcat console.
