[Building Sakai] Certification Tool in Sakai 10

Hi Mustansar, i have this tool working with 2.9.3 and looks great, it 
has some bugs but definitely was useful for me.

This is what i did for make it working:
1- Download and install rsmart-common and rsmart-util dependencies
2- Make adjustements to library versions (Also Spring dependencies). You 
can use the attached patches.
3- Set the property "-Dorg.apache.el.parser.SKIP_IDENTIFIER_CHECK=true" 
in Tomcat's installation
4- Host files in file system, doesn't work with files hosted at database.
5- Set this property at sakai.properties 
"shortenedurl.implementation=org.sakaiproject.shortenedurl.api.RandomisedUrlService".

With this changes the tool works perfectly, despite small things that 
are not important for my Sakai instance as i'm the administrator! :D
